OBD II fault code P0490 is a generic code that is defined as “Exhaust gas recirculation (EGR) system –“A” circuit high” and is set when the PCM (Powertrain Control Module) detects an abnormally high voltage in the EGR (Exhaust Gas Recirculation) valve’s control system. I've tracked it down to something to do with the vacuum system. Right so when I unplug the pipe shown in the pic from the vacuum pump it runs absolutely fine but with no brakes.
